About Us

The City of Baldwin is a strong mayor form of government as assigned in the city's charter.

The mayor and city council formally make all city decisions. Any ordinances, zoning requests, or hearings go to your mayor and council. Each of these positions are elected by city residents as representatives. There are five city council posts and one mayor.

The city is made up of different departments, all serving a different purpose but with the same goal - serving residents.

These departments work directly with residents: Mayor and Council, Administration, Police, Fire and Public Works.

Other departments include: Water Treatment and Waste Water Treatment plants.

Each department has a department head supervising and reporting directly to the city's Chief Administrative Officer.

The City of Baldwin is in both Banks and Habersham Counties. According to the 2020 United States Census, the population was 3,629.

Of that population, 2,215 are white, 144 are Black or African American, 1,497 are Hispanic, 39 are Indigenous American or Alaska Native, 78 are Asian, 502 are two or more races and 651 are another race.

The median age for the City of Baldwin is 29.8, and the median household income is $48,234.
